The second vent line should run to the "out" side of the fuel filter. Your fuel filter should have two ports on one side of it; one goes to the carb and the other to the vent on the gas tank. When running at idle the pressure jumps to 80 psi, oscillating between 75 and 85. Disconnecting the vacuum line to the regulator has no effect on the pressure.The top one goes to the return line. The return line connects to the extra nipple in the sending unit on the top of the gas tank. The lower outflow line on the filler goes to the carb. I own a 93 YJ and a 99TJ, YJ's have a regulator on at the fuel rail with the return going back to the tank and TJ's have a single feed line with all regulation in the tank as part of the sending unit.
